Responsibilities

1.1 Roles & Responsibilities

Excellence in project management is achieved when the leader of the project
delivers the results required by all stakeholders. This requires managing
the many variables that occur, during the life of the project. The projects
that an EPM is responsible for are likely to use established processes and
to be medium projects, or elements of larger, complex projects.
An EPM should also possess and contribute the knowledge of how the project
is in line with the over all organisation goals, and to establish the
needed interaction channels with other projects, interested parties and
organisations/functions.

In addition to this, an EPM should communicate the project findings and

experiences to current and other projects, and participate in the
assessment activities for other projects.

The main project guideline is PROPS and the Ericsson Customer Project Model

– PROPS-C. The document 'Project Roles and Responsibility' describes roles
and responsibilities for a Customer Project Manager.

An EPM shall also:

  • Propose corrective activities outside own area of responsibility.
  • Share own experience and support other Project Managers within theorganisation i.e. contribute to a learning organisation.
  • Contribute to improvement work.

Authorities

Managing a project requires an EPM to manage staff, approve expenditure and
deliver project results. In order for this to occur an EPM requires a
certain level of authority.
  • The EPM uses staff resources provided by the line organisation. It is the responsibility of the EPM to ensure that the level of authority of the EPM regarding the resources is clearly defined and understood by all parties. As part of the planning of the project the EPM will negotiate with the line organisation to establish the framework. Within this framework the EPM will exercise the authority required to achieve the goals of the project.

  • The commitment of finances to a project is the responsibility of the sponsor; it is assumed that unless there are special circumstances the project sponsor will transfer this responsibility to the EPM for the life of the project. The authority levels set out below are to be used if the expenditure is a part of the baseline plan and approved in the project specification. Any expenditure above the baseline needs to be approved by the sponsor.

  • The EPM has authority to sign for project related expenses up to a locally defined maximum, or to the level of budget released by the project sponsor.

  • Within agreed limits, execute corrective actions in order to meet the project goal.
